Metropolitan District General Explanation
The Prairie Center Metropolitan District No. 7 is a Title 32 Special District established to provide financing, installation, operation and maintenance of street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, television relay and translation, and all other improvements and services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by its Service Plan as approved by the Brighton City Council on February 21, 2006, as the same may be amended from time to time (the “Service Plan”), and the Comprehensive Prairie Center IGA (as defined in the Service Plan).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District and its service area. The District is located in the City of Brighton, Adams County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Brighton and Adams County do not provide.
The District, together with Prairie Center Metropolitan District Nos. 1-6, 8 and 10, in the aggregate, may incur a maximum debt of $750,000,000. The District may impose a mill levy on taxable property within its boundaries, and may use various other revenue sources authorized by law, including fees, to repay such debt.
The maximum mill levy the District may assess for repayment of such debt is 50 mills, subject to adjustment for legislative changes in the ratio of actual valuation to assessed valuation occurring after January 1, 2006.
The District must file an Annual Report with the City of Brighton, the Division of Local Government, the State Auditor, and the Adams County Clerk & Recorder.
The District’s boundaries overlap with the boundaries of Adams County; Rangeview Library District; City of Brighton; Central Colorado Water Conservancy District; Greater Brighton Fire Protection District; Regional Transportation District; School District 27J – Brighton; Urban Drainage South Platte; and Urban Drainage and Flood Control District.
